The federal Help America Vote Act (section 15483) mandates that each one states require identification from first-time voters who register to vote by mail and haven’t supplied verification of their identification at the time of registration. The act lists a “present and legitimate photograph identification” or “a duplicate of a current utility bill, bank statement, government examine, paycheck, or other authorities document that reveals the name and handle of the voter” as acceptable forms of ID.
