
The city of Dallas has installed side-facing, AI-powered cameras on its fleet of garbage trucks to photograph properties and scan for code violations. These devices capture images from the public right-of-way and assign a “blight score” to each property based on the severity of any detected infractions. The system is designed to flag issues such as overgrown grass, sidewalk debris, or peeling paint. 50 trash trucks currently carry two cameras each, aiming at either side of the street to document potential violations.
According to city records, the program has already flagged over 21,000 properties. This has resulted in approximately 1,800 courtesy notices being sent to residents. If these notices are left unaddressed, they can later turn into fines. The blight score ranks code violations from one to four, with four representing the most severe infraction. Human reviewers use these scores to determine which photos to analyze and which properties to notify.
Mapping the Scope of Surveillance
City officials stated that the goal is to save time and help code enforcement officers detect violations more quickly. However, a review of the data suggests the enforcement is not evenly distributed across the city. Most detections are concentrated in economically depressed areas in Southern Dallas. This geographic clustering has raised concerns among local advocates and residents.

The city signed a three-year, $2.5 million contract with City Detect last year for this technology. Testing on trash trucks began in April, with efforts ramping up significantly over the summer. The cameras are programmed to blur license plates and the faces of any humans in the images. City Detect’s CEO stated that the system is not connected to law enforcement or any federal databases. This separation is a key point of contention for privacy advocates.
The expansion of automated monitoring in municipal services reflects a broader trend where local governments adopt AI tools to manage urban maintenance. While the technology promises efficiency, it also shifts the nature of code enforcement from discretionary human judgment to algorithmic detection. This shift can disproportionately affect neighborhoods with less political leverage, as the automated system lacks the contextual understanding that human inspectors might provide. The result is a form of surveillance that is constant, silent, and tied directly to the daily rhythm of waste collection.
Local Pushback and Budgetary Conflicts
Residents counter that the cameras represent a violation of privacy. They argue that stricter enforcement poses a threat to Dallas’ historic Bottom neighborhood. This area was originally settled as a Freedmen’s Town in 1845. City officials denied that targeting this specific community was the intent of the program. They maintained that the system is a neutral tool for maintaining city standards.

Chad West, a Dallas City Council member, proposed a budget amendment on Wednesday to strip funding for the cameras. He agreed to table his request after the city manager apparently agreed to hold a hearing on the issue in December. The council is also dealing with a separate issue regarding the city’s 321 AI-powered Flock ALPR cameras. A majority of council members signaled they want to move forward with a $1.5 million budget to keep these cameras operational. They described them as a “key tool for solving crimes and tracking down suspects.”
The vote on the Flock cameras is non-binding but comes in opposition to a suggestion to cut funding for these controversial AI tools. The debate highlights a growing tension between administrative efficiency and civil liberties. As the city moves toward its December hearing, the focus remains on how much surveillance is acceptable in the name of code compliance. The specific numbers of flags and fines will likely be central to any future discussion on the program’s scope and impact.
